I can change the partner function (e.g ship-to party) in sales order's header level, but i cannot change it in item level.

Try SPRO - SD basic functions - Partner determination ->
Set up partner determination -> Partner det. for sales doc. item -> Partner procedures N -> Partner functions in procedure -> uncheck 'Not modifiable' for your partner functions.

We strongly discourage users from doing this because SAP does not re-read all of the master data when you change partners so you can get the wrong text sometimes as well as other issues.

I have follow the above steps to configure it. i found that when i create a new sales order, the partner function in item level cannot be change. but after i save it and open it again, then i can change it.
how can i change the partner function once i create it
