Setup a trace in ST01 and see if it shows you the authorizations being checked and remove the profile from the user that has them.
If you dont want them to know you are doing it try creating a copy of their account in your QA system and run your own trace.

A user can create a requisition from PM - IW3K, IW32, as well as from PS - CN22, CJ20N. This is a good thing from a material planning perspective on a maintenance order or a project. Controls should be focused on requisition release strategies, then on creation/update of purchase orders and finally goods receipt and payment. The operations & maintenance folks in PM and PS will generally need to be able to create a requisition. The business process can get pretty clunky otherwise.
