Is there any way that we can control the creation and maintenance of material masters by view? For example, user1 have change and maintain authorization to basic data1 but no access to accounting view. and another user have access to accounting view only.

You control access to the views via object M_MATE_STA. Try playing around with that. Should give you what you want
