I'm opening SAP R3 accounts for the external functional consultants. Can any body suggests what profiles/roles to use ? They can use all functional + IMG but not basis or development authorizations.

There are no set rules, you give them whatever your corporate policy dictates.
If it is production give them display to the area's they are working on. If they are doing development work then give them ABAP'ers roles in Dev and Qas.
They may also require OSS access with a devlopers key. Ask them specifically the area's they will be working on and if need be then create roles for them if your current profile config does not give them what they require. It is better to be cautious and only give them exactly what they need.
If all else fails, ask your manager and let them make the decision, then you don't take the fall if something goes wrong.
Nothing wrong with making them earn their money.
