How can creat a structural authorisation so that a user can have display authorisation for part of the qualification structure and he should have creat,change and delete authorisations to a different part of the qualification structure . thanks

The only fields in a structual profile that even comes close to that is depth and sign. They really don't control create vs. display though.
Structual profiles are designed simply to say WHERE in the org chart you can do things or run reports. The create vs. display is obtained through your security roles (PFCG).
I don't know it all where structual auths are concearned so maybe someone else can tell you different.

TP, in the Structural profile you need to define access to the qualifications objects ( Q & QP) i believe and you need the MAINT checkbox checked...then the authorization role object PLOG function code can be used to futher define access.
