Answer:
From Content administration, in the one of subfolders in Portal Content tree, right-click the mouse and select New/Role.
After creating the role, you can start filling the role with pages by following these steps:
1. Open the role for editing.
2. Click on a page that you want to include in the role from
the Portal Content tree.
3. Right click the mouse and then select Add to role.
4. repeat the above process for other pages.
After that, don't forget to set the Entrypoint property of some items in the role to make the item appear as a menu.
