It is working as designed, you want access to all fields inorder to correct the problem. If you limit the tcode then you will not be able to correct the Goods receipt.
Ask first what is the risk, what is the potential for occurence and what is the code to control..on COGI ALL the answers should be LOW so move on to another issue.
