Can anyone help with the steps to restore the auth grps after an upgrade in RSCSAUTH? Why was this not taken from our current environemnt and put into our upgrade development box?

Changes to the authorization groups using RSCSAUTH are stored in table SREPOATH (SP?). The restore reature in RSCSAUTH reads this table and puts these values back in. to more the changes you make in developmentyou can transport the table and run the restore process.

If I remember correctly, there is alot of information on this within SAP itself.
SE38 => RSCSAUTH => choose "Documentation" => Display.
Generally, there are a lot of information links in SAP which take you into help.sap.com without having to surf it.
For example, go into the transaction you are not sure how to use or want more information on, then use the menu to go:
Help => Application Help.
This will start a browser to the SAP online help documentation and take you directly to the section of the help docu which your GUI session screen is in.
Very usefull sometimes.
