Also, look for a different screen which supports &PC if not possible.
If a single or small amount of tables which you can match meets your needs, use SE16.
SE16N als has some advanced features. Alternately RK_SE16N. Or SE16N_INTERFACE which has super features and push buttons instead of commands.

It is probably grayed out because the user doesn't have authorisation. This is given via S_GUI, Activity 61 (Not 100% sure of the activity, as I don't have access to SAP right now...)
