* any transport activities are made with administrator's master record (no DDIC)
* RDDIMPDP is planed with DDIC

Could you perhaps expand on that a little bit. I thought that RDDIMPDP must run with DDIC? DDIC and SAP* are a bit of an urban legend anyway as far as their authorizations are concerned, and can be a whole fleet of persons tucked in behind the two of them.
Ever wondered by the USR02 table entries for those two users seems strange? They have seldom been used, but the last login date is always yesterday...
