Does anybody know how to restrict creation, change or view of purchase orders by material or material type?

You do not. If there is a mix of materials and you cannot access them then your PO gets "locked" .
You are trying to contorl at the wrong point. THe PO should should start with an RFQ and get approved ( at which point the materials are reviewed) and th ePO created from the RFQ.
