We need to be able to limit the user access in VD01/XD01 and VD02/XD02 to create/change customer master of other sales office.
Is there a way to do it?
Do we need to create a new auth object, org level and maintain the auth. object to transaction (via SU24)?
Is there anything to set from SPRO?

SAP controls on Sales Organization NOT Sales Office. the master record for customers has no specific "Sales Office" data structure.
You can further segrgate the customer sales data with an auth group but it will still allow you to enter ANY sales office you like.
WOrking as designed. You would have to look for auser exit in the appropriate place to add the code to check for this.

Also consider that you have a design error in your org structure and or as it is defined in your system.
SAP is very customizable and user-exitable, but also makes certain fair assumptions for the use of the system.
