It is nly possible if there was NEVER an ID inthe system. THe address numbers in USR21 are from a number range and they are unique for all users. If you get one wrong or one off then the addresses will all be wrong. If the ones you add are higher than the current number range setting, over time you will start reusing the numbers you just updated and corrupt you addresses.
Write a BDC ( using SHBD) or a CATT script to update the data using SU01_NAV tcode.
