And my question is :
Is it possible to create users in a target system in both way :
By CUA in the reference client and directly in target system ?
Answer:
You cannot do both, it is one or the other as the CUA has not reconcilliation reports to continuiously verify IDs in the target system.
Further CUA is NOT robust enough to manage Every system and client, it was designed to manage Workplace ( now called portal) and ONE Production client.
I would recommend you NOt use it for general Dev and QAS system support. Simple more robust RFC enabled Function modules can be creaed to manage all the systems without the overhead nad angst involed with CUA.

In reply to John's statement, when is the last time you installed a CUA system. I am currently (4.6c) controlling 4 clients in DEV and 2 clients in both QAS and PRD and I have not had the problems that you seem to indicate.
I am currently building a WAS 6.30 server to install the CUA on so that I can control BW, APO and R/3.
I would advise using the CUA if you do not have a large Security team

Version 4.7 CUA..., The problems are not apparent and all the messages say all is well but they are not. Generally on the creation of the ID the IDOC fail but you get not indication. Use at your own risk...

In your system landscape do you have implemented CUA on separate server as recommended by SAP itself ?

As indicated I am currently running CUA on 4.6c
I am building a was server version 6.30 on a stand alone server. This is the recommendation of SAP as the CUA is downwardly compatable only.
That is to say you cannot control a system higher than the system you install the CUA on. Therefore to control BW and APO which are at 6.20 and my 4.6c R/s I need to be on at least 6.20. That is why I am going for 6.30 for my CUA installation.
I have not had any problems as indicated by John on 4.6c the only thing that SAP said was that before adding a client to the CUA the only users that should exist on that instance is SAP* DDIC and SAPCPIC. I have done this without any issues so far. As indicated by John you need to read SAP notes on Idoc transfers and providing you follow them you should not have any issues.
