We would like to make user parameter display only in transaction SU3 .Right now users are able to change parameters by them self . Can we restrict display only ? I checked is there any authorization object which does that but could not see any .. Is any body has clear thoughts about that ?

Transaction su3 "Maintain Users Own Data" by its very nature will allow the user to maintain their PIDs.
If you give people the transaction 'su01d' instead they will only be able to view their user data - they will however be able to see more data than through su3 but it is in display mode.

User parameters belong to the user, not the business, not Security. SAP will change the values WITHOUT the user going to SU3 to change them.
