Is it possible to restrict authorization of users when using the MIGO transaction for non-stock items? These users should only be allowed to do goods receipt for Purchase Orders without a material code.

Check M__MSEG_WMB, M_MSEG_BMB, M_MSEG_LGO, M_MSEG_WWE to check the field values in these objects to see if you can use. Not logged into to look at the field values.
