After an upgrade you should ensure any new objects are in the role so you will need to perform a "read old/merge new" on all the roles. Also step 2 will be useful to "correct" the roles based on the upgrade. You can use tcode SUPC to generate a list to work on.

Still no luck. Apparently, only these few users have the problem... seem like their user profile is corrupted? I created a new user (copy from them) and can access the transaction, etc... but why this user can't?
I am sorry, when I says "re-generate" the profile, I mean something like refresh the user profile, instead of the role, etc...

If the profile works and your AUTH/NEW_BUFFERING is not at 0 then you can try to:
1. Run the SUSR_SYNC_USER_TABLES (Sp?) with tasktype X.
2. remove the access, SAVE, Exit Reenter and re assign the access to the user and save.
This should reload the buffer tables. You may have to wait up to an hour fort he buffers to role if indead it is a buffer problem.
HAve the user run the the buffer report tcode (SU56) and send you a copy to see what is loaded.
