Is there a possibility for us to only authorize the user to use the above transaction only until “Released” status ? i.e. the user is only allow to create, release,and change or rather they can’t “TECO” any production order. IF this is possible, how would I disable that option?

You will have to configure and use B_USERSTAT ( and/or the other new one) to allow you to do what you want. I am not logged on but you can configure authorization for a sequence of steps from approved, tech approved etc and control from-to one to another or back. It will take some playing with to get it to do what you want but you can.
As I recall there may be another SAP opbect that you can use as well to contol SAP statuses as oposed to Customer defined. statuses, But it is acheivable. Look at the documentation on B_USERSTAT to get a general understanding and it may require debugging to see what is going on to achieve you ends. Not though as I recall the userstan may work like an auth group, no value no check....
