Nope... But there is a report (st03 or St03N) on the tcodes the HAVE run and you can create the delta yourself. Though be cautious in using the data, some tcodes are only run once per year.

Further to what John says, be aware of typically annual activities like budgetting; planning (both for cost centres and for maintenance); payroll reviews; planned maintenance activities associated with standards, routings and the like; account roll-over functions.
Just because a transaction is rarely used doesn't mean its not important.

Don't get afflicted with tcode-itis. This is a simpleton's way of managing security. Many tcodes start very safe reports that may not be used because of ignorance of the report. When someone discovers that the report is useful they will use it. If you don't make it available the chances that they will ever find it are remote. Then they'll ask a programmer to write a custom report for them that does the same thing. $$$$$.
Rely on authorization objects as much as possible to protect data. Tcodes definitely have their place but the abuse of tcode security is the bane of cost effective implementations.
