Is there a difference between logging on in different languages (DE, EN etc), other than being able (or not) to understand the texts?

No. Sometimes though (especially related to development objects) there are more help texts etc. in German (DE) that are translated into English.

Also consider that some descriptions people enter in R/3 may not be
available if a user logs on in another language.
If you work in security, if you logon in German and create a profile with
a description, then the description is not available when logging on in english
