I am trying to create a reporting authorisation object in BW for the sales organisation.
I have tried making 0CRM_SALORG authorisation relevant and creating the authorisation object for it but it doesn't appear to work. I presume I should see some kind of message in BEx to tell me that I am not authorised to see the data?
Looking at InfoObject 0CRM_SALORG I see that it has a reference characteristic, 0ORGUNIT. Should I be making this authorisation relevant and creating the authorisation object on this instead?

Have you linked it to a cube in RSSM? You have got to do it all. Read the documentation.
