Is there any step by step documentation from SAP which can be downloaded to learn the role of security administrator like user authorization, assigning roles, configuring CUA etc.

authorizations made easy (you can find it on the sapsuperusers.com website) will give you a guide to the basics of user & role administration.
Not sure about CUA - I'm sure if you use the forum search you will find info around it, alternatively there will be info on OSS

Yeah in OSS there are lot but most of them related to particular query, not like the whole, anyhow let me look into OSS in deep.

There is a doc which I found on OSS a while ago titled CUA-EN-621.pdf - this is a pretty in depth set of instructions for setting up CUA.
http://www.sappoint.com/basis.html has a short doc on setting up CUA
