Can position based security be implemented for NON HR users / roles , in detail can NON hr users can be assigned to Position or NON HR users / roles needs to be maintained based on user mapping to roles individually , is there any HR dependency or any HR role that needs to be assigned for NON HR users

Yes. The user only has to be defined in the company's orgnization structure. They can be anywhere in the organization.
