For SAP R/3 46C...
Many SAP users use GS02 to change their sets. Some of them are concerned about data set modifications by another users. It is true we can see the modification history but it is not enough.
Is there anyway to put restrictions to sets by individual or group users?
I checked in authorization objects but I could not find one.

You can create authorization groups and set the specific values for authorization object G_800S_GSE /BRGRU (Special Purpose Ledger Sets:Set)
