1. Need Power Users can not change the query "A1000" under global definition , and can only change the local definition of it ... any experience ??

2. there is a standard delivered object that controls global change

That sounds right. That controls access to queries, calculated key figures and other query components.

Do a pop down on the component field. It will list the components.

there are not many fields .. one is activity and other one is infoarea and report id and other stuff.
if it is activity taking off 02 will take off global definitions does that mean the local will be there ?

Are you asking how to enable your power users to change the query global definitions in a production environment?
S_RS_COMP and S_RS_COMP1 is needed, as well as S_USER_AGR if they are saving the changes in roles or workbooks.
If this doesn't work look at the sytem settngs:
RSA1-->Transport Connection-->Object Changeability.
