Say we have 2 locations A and B and i want the help desk staff at the respective locations to reset passwords to their respective user groups.How do i achieve this

User groups, put location A in one user group and location B in another, controlled by auth object S_USER_GRP

Answer:
If you want them to reset passwords, use activity 05 in the S_USER_GRP auth obj.
It will also allow them to lock/unlock - but not change the user.
