We have an issue here at work. We use SA for managers, so that they see the people that report to them in the Org Structure. As we rollout, we came to face the HR users, among whom there are managers, but because they are HR, they should see the rest of the country for some of the reports they run.
Will it be the only solution to have 2 SAP accounts for those HR users, so with one they do the manager work, and with the other one they do the HR work that requires access to all the country's data?
If that is the case, I do not know if anyone has arranged with SAP a special rate for these type of dupplicate accounts that are used by the same person.

Run A ST01 Trace onthe report ( or look att he attribute to see if the reports are based on the PNP logical database) if a P_ABAP shows up then you can give this access and it by passes the P_ORGIN and should bypass the structural authorizations as well allowing them to see all...
