I would like to add SM36 and SM37 to a role, but the User should only be able to schedule and administer one special job. Is there a possibility to restrict it?

No.
You cannot control to a SPECIFIC JOB. THe contents are controllable but they can copy and create any name they like provided it is theres or to someone ou give access to.
Base control REMOVE S_BATCH_ADM and then give S_BATCH_JOB and if you need to S_BATCH_NAM
