We would like to know which is the best method to use for HR security.
Presently, we link users directly to role in SU01.Over and above that we
make use of structural authorisations OOSP & OOSB.Our organisational
structure changes very often we are therefore looking at alternative
ways of securing the HR environment.Does the object P_PCR limit user access ?
Will the object P_PCR help us in HR authorisations ? Does it secure the system ?

Quite a broad question - can you outline what difficulties you are having currently and what the key objects and fields are within PA that you currently use to control access (eg P_ORG~ / PERSA)?
P_PCR is critical if you are running payrolls, so would be more of an additional aspect to your security than an "alternative"
