Hello,
you have to compare table USR21, field PERSNUMBER with ADR6, also field PERSNUMBER.
The email address is in ADR6 field SMTP_ADDR.
In our dev. system we have 200 entries in USR21 but only 73 in ADR6. So all user without an entry in ADR6 will have no email address in their user data.

If you do a SE11 where used on the ADR6, or ADRP table or USR21 ( I would use this first as youare only inteested in USER ID addresses) you will find a list of SAP reports that may help you in your analysis
