Can a a user in BW see information about 0ORGUNIT, 0POSITION,0EMPLOYEE even he is NOT authorised
to see these data under his login ID in the HR R/3 system.
The business wants to the user to access the information
on all the above info objects even if the user can not see these information in the R3 HR system.

Do you mean 'should' the user be allowed to?
If so I would say no, unless maybe they have a HR log on that they don't use and have never noticed the fact they are missing access they need or should have.
