Is there any way to copy the selected user master data and its authorization role/profile from system to system?
BTW, will it have any problem if the user data already exists in the target system?
Note that not all the users should be copied, only the specific users..

No you cannot do that. This is what the CUA is for.
If it was possible you could not be sure that the same profiles exists in all the systems, so it could be a mess real quick.

Thanks for your advice, then, would u mind if i further my question with the following;
If we perform the Client Export using the profile SAP_USER (User master and all its authorization profiles);
What will be exported, just the User master and their assignment to the Roles/Profiles or all the corresponding roles, profile, also the manually created profiles (via SU02) will be exported together with the user master data?
i.e. there's no need to perform the manually transport of the Roles (using PFCG) and the Profile (SU02) first.

I believe the profiles are copied as well.
What I do not understand is what you are trying to accomplish. Sounds like you are about to copy user masters between different systems (i.e. R/3 -> BW). That would be a problem I think. If you would like to copy between one client in qa to another client in qa, then the roles should be present already.
Please try searching the site. I am sure you can find some info about sap_user in the basis forum.

Thanks for your always help. The reason why we need to perform the client export is due to our System Upgrade activity.
We've upgraded our system from 4.0 to 4.7 and therefore there're many roles/profiles were missing from the user, hence we need to re-assign them all to the user again. The landscape of our system is as follow;
Development system --> UAT system --> Production system
Since the assignment of Role/Profile doesn't generate any transport request, we decide to perform the Client Export to distribute all the modifications done in UAT system to the Production system..
Should you see any problem or concern from our approach, please, all your inputs are deeply appreciate..
