Answer:
You can assign a program to an auth group using SE38.
Most of the time, in the different areas of SAP, the auth group doesn't need to exist, you can type anything in.
You can assign an auth object to a transx using SE93.

Do Note, Assigning and authorization group to a report in SE38 may require a repair to be opened and/ or require a developer's key. Report RSCSAUTH allows security to chagne the auth group as needed without a repair.
Adding an authorization object to a tcode is of little use and may cause you to give additional access you should not give, just to allow the user to start the tcode. S_TCODE replaces the auth objects in TSTCA
