Is there any risk in assigning tcode SARA in productive environment ?
Please advice how it can be avoided while allowing users to access it in production.

Answer:
Only give SARA to users with responsibility for performing archiving functions.
look into auth object S_ARCHIVE - the help documentation is self explanatory.
