Question:
We are not using outline agreements and there are none in the system when I look in ME33. For this reason I decided to move the M_RAHM... objects to C rather than CM in ME21N so that they won't come in to PFCG. However, when testing auth for ME21N I create the order from one standard order and it works fine.
I then select another and get the auth failure message against M_RAHM_EKO. It's only requesting display actvts but why is it requesting anything ?
I gave it display values and I was able to copy the same PO successfully. What has this got to do with the outline agreement objects ?
Answer:
M_RAHM_EKO refers to purchasing org for a standard contract so I presume it is failing because you don't otherwise have the relevant purchasing org. ?

There are no contracts / outline agreements in the system though, so why is it still checking display for this object?
The test ID has got the relevant Purchase Org via object M_BEST_EKO.
It is a Purchase Order only role.
