I am creating a role with P_ORGIN - Autho level M E R S and other field values are *. This role is assigned to a user-id-1. Employee master created -1 in locked status. - Working as expected.
Same role is assigned to user-id-2 and he is able to goto PA30 and unlock the employee master-1 - Working as expected.
User-id-1 logs back in and tries to lock employee master - 1 again - but is unable to do so. The error message says "Lock/key change not permitted (time constraint 1)".
SU53 & ST01 trace displays missing values which are already included in the role.
Please help.

You do not have an authorization problem. Your problem is related to locking of infotypes essential to HR.
Time constraints makes sure that you do not perform "illegal" actions on infotypes/subtypes. Time constraint 1 makes sure that an active HR Master will fx, always have one and only one name or permanent address.
In T582A/V_T582A you can display what time constraints are configured for different infotypes. There is a more user friendly way too, but I cannot remember where on top of my head (sorry).
