I could be wrong... but I couldn't find such a param in 4.6.. you may be thinking of RSUSR200 where you can input "No. days since last logon" and then based on that report you could lock the users not logged in since that number of days?

Answer:
There is a parameter something time Login/password_new and another one for resets where you can control how long a new password is valid and how long a changed passwrod is valid.
I beleive SAP waffles on these whether they are "ready for use" yet. If you set it wrong (too short) and it does not cover long weekends you are constantly resetting the password. and it may halt batch Ids (service users) thoug h I may no t be recalling correctly.
use the serach on RZ10 or RZ11 key work string *login*

You should also make sure that you are on the right basis patch level. We implemented this, and had to reverse as we couldn't unlock the users due to a missing table field. Can't remember the correct level, but make sure you look in to that as well
