one of the user is trying to change the parameters thru su3 and finds that the tab is greyed out while he is able to change the other two tabs(Address and Defaults).what is causing the parameter tab to be greyed out...is it something to with the customizing setting or anything else.This is and urgent issue and any help in this regard will be greatly appreciated.

Do you have CUA set up?

I believe that is a function of CUA user administration where you can control which tabs the users can maintain on their own. The reason being is that... if there are inconsistencies in the address data then it causes CUA user admin problems. The transaction escapes me now.... maybe SCUM. For CUA tcodes look up the CUA collective note 159885.
