I understand in 4.7, you can utilize tcode ST03 to obtain the transaction history by user (execute ST03, Choose Analysis View------> User and Settlement Statistics, and then choose the desired analysis view). However, I'm having a hard time completing this same task in 4.6B. Does anyone have the detailed procedures for obtaining this?

St03 and ST03N still has this info in them in version 4.6, problem is it is not in a freindly format.
If the collector programs are not running in batch there may be no info to look at. If I recall the report you need to run is RSSTAT83. THere should be a standard SAP job set-up to run the collector programs RSCOLL00 (Spelling?) to handle the STAT summary so ST03 has something to read.
During the upgrade Basis may have terminated all batch jobs so it is not running.
