No you cannot change all at once. If you had used the search facility on this forum you would see that this questions get asked very frequently.
Also please clarify what you mean by giving full auhorisaiton but display only.

Answer:
SAP does not provide a feature for this nor will your role work.
'03' is display for ONLY the authorization objects that have activity field "ACTVT", there are many other activity fields that have a display option that is not '03'.
Next for non-display tcodes, an activity of '03' will cause an authorization error and the tcode will not execute, example F-43 Create Vendor Invoice , if you have activity (ACTVT) of '03' only you will get an authorization error and the tcode will not run.
You need to create a role with view tcode only to have it of any use.
