In 4.5, we created/changed responsibility using Transaction code PFAC_INS/CHG.
In 4.7, in Transaction Code PFAC_INS, after clicking the "Create" icon, system displays an error message : "Changes to Repository or cross-client customizing are not permitted." If you still want to make the changes, contact the system administrator who can allocate you a user in a client where you can make the changes.
Do you have any idea how to create/change a responsibility in the above scenario? Thanks.

Ask the Basis team to open the system for these types of changes.
