Is there a way to set restriction for users so they can't see conditions on top/item for created orders (VA02, VA03) ? This also is the same for invoices (VF02, VF03)

Objects controlling conditions are V_KONH_VKO, V_KONH_VKS and V_KONG_VWE.
Have you traced the actions around conditions to see if these objects are checked when running the desired transactions?

You may want to avoid the effort. Those objects are not checked on single lines in any condition-scheme. Checking authority is only possible using modification exits ... but there you better ask an abaper how to proceed.
