I have found it is most frequently view/display access to HR data. In a well defined security set up they would be the only functional team with table access to the HR tables like PAxxxx or in some cases HRPxxxx. They should not have SE38 even though they will often argue that they must. These are general ideas that have been successful in several clients.
Keep in mind the data Steward or owner should be required t understand who has what HR access. In the US it s becoming more and more important as new legal considerations regarding privacy are passed each year for a variety of the states. In Europe they are further ahead of the US and generally have effective regulatory requirements that provide a decent general protection when complied.
