Sorry to say it's not. The user has that object and value. The user could click on the printer icon and sav as alocal file but the Menu way System > List > Save > Local file is greyed out. Think it happend after the ERP 2005 upgrade

The issue is probably related to the SU53 view you are in. The new ALV layout will not allow download via File --> List --> Save --> Local File. But if you switch the layout of SU53 to the old classic view you should be able to use that menu path with no problems. kirk.
PS You can set a user's default view using a PID setting. SU53_STYLE = CLASSIC (old view) or TREE (new ALV layout).

Thre is no possibility to change the view after the upgrade I already has PID SU53_STYLE = CLASSIC but it does not change the layout to the old one.

Try SU56 instead. Switch User-ID to desired user -> then use button: change layout. ALV will be replaced with ABAP-List and you will be able to download it.

I beleive it was in version 4.6 that SAP started using USR07 again to load the last user authorization failure in this table if the user ran SU53. This allows the security admin to run SU53 and use the "see other user" option in SU53 to look at the last failure of the targeted user so a "save to local file" is not needed.
