Got the answer. Basic Development – make sure the User action ABAP/4 – boxes for BTCSUBMIT, SUBMIT and VARIANT have all been ticked and Authorisation group ABAP/4 Program has been set to * (all programs).

If you are giving this in a profile via auth object S_PROGRAM, then BTCSUBMIT, SUBMIT & VARIANT TOGETHER WITH a * value in the auth group field will allow the user to - execute all programs in conjunction with SE38, SA38 etc, schedule all programs to run as a background job & maintainin variants.
