In SU24 for F.14, It shows only S_PROGRAM as an Authorization object. Does it mean that SAP will not check authorization for comany code for this transaction?

SAP will check the AUTHORITY-CHECK statements in the code.
What is in the code is often different to what is in SU53 for a number of reasons.
To see what is checked for your config & use of F.14, best bet is to use an auth trace (ST01) when running through the transaction
