Question:
Two big red errors pop up after I log in sap*. This first is right under the top banner.

I have checked for .err and there are none. The analizer says there are some but I have fixed them. I have reinstalled the patches for the portal and CM and I still get the errors. I also atempt to change the sap* user and I can't to that either.
Anyone come across this?

re changing the SAP* user:
try changing the following UME security setting:
DISABLE: "Allow users to change their Passwords"
I had a similar issue after applying patch 3 - it doesn't happen if you change the user immediately after install, but if you apply later patches before trying to change the user, you strike this 'feature'.

got the fix, install hotfix 7.
oh, patch 4 and its hotfixes just came out today. Great, just great.
