Can a business event be set up to only be displayed to a target group that may or may not come from a single organizational unit, even though the event type from which it is derived and other events derived from the event type are displayed in ESS?

With ESS you have total controlas to what is seen by the user and can be tailored at the Web-page stage regardless of the access the user in R/3. SO the answer is yes. you can use R/3 Security to initiate the Web-page output but ultimately you show the user what you want and and can delete aspects of the data you do not want shown even thogh the R/3 side may allow the access.
