Please let us know what Movement types, TCodes and their effects in following cases :
1.Normal Unrestricted Stock to a Project
I understand that the Mvt 221 will be used for it but when I do this, the quantity gets deducted from normal unrestricted stock but does not show in the project stock.I want to understand why it is so.When I am issuing it to a WBS element, it should go to poject stock. Shouldn't it ?And if it is not going to project, where is it going ?NO actuals can be seen against the project as well.

3.Quality inspection to project
What is the difference between Blocked Stock and Unrestricted stock.
And what do we mean exactly by CONSUMPTION ? Is not every stock for
consumption ?

When there is a planned price , you should be able to see the actual cost in the wbs.

Not only the actuals, the commitments are also not seen.The PR/PO(I am not sure whether Commitment will start with PR or PO, but I think it should be PO, Please comment) commitments are not shown against the respective WBS.
The Service entry also is not reflecting into actuals
One positive thing is that labor costs are reflecting in actuals.

2. Did you use P and D in the PR and PO ? Please check.

Yes. I used P-D for service.
I am also not very clear as to why do we use P-D and not Q-D for services though it can be used once we maintain it in MM Customization.
If both PR-PO are commitments then I assume that the PO will overwrite the PR commitments.

1. when you use P as an account assignment category , system does not permit goods issue. You create a service entry sheet via ML81N and the system generates a GR for confirmation of service. That is why it is necessary to use P and D for a service.
2. When you use Q , you need to post a goods receipt. In the case of a service there is no goods receipt. Hence Q and D will not work for a service PR.
3. Once a PO is created , the PR commitment is reduced and PO commitment made.

1.I have just created a PO and service entry for Q-D combination after maintaining the combination in MM.
That means it is possible with Q-D as well.Please comment if I am missing something.
2.Why do we use Acc assignment cat. N in case of networks even if they are part of a project ?I mean why can't we use Q in this case as well.
3.What do we mean by project stock ? does that mean Q (only for WBS elements ) ? why not N or P
I know that either I am very confused or I am thinking too much but please help me come out of this loop.

It sounds like you're having trouble with the concepts of project stock and consumption.
From SAP help:
Viewed from material requirements planning, projects can have their own stock. Materials that are needed to carry out the project are managed in project stock.
From a financial point of view stock is an asset (appearing on the balance sheet) whether it is plant stock or valuated project stock.
Consumption of a material, from the logistics point of view, is the process of issuing a material to an active job. The material is removed from inventory and becomes part of the job. The consumed part no longer exists as an item of stock it has become part of the active job (work in process).
On the financial side the material that has been issued is expensed to the project and it's cost is moved from assets on the balance sheet to an expense on the P&L. Results analysis can take this expense and reclassify it back to Work in Process(WIP) inventory on the general ledger for balance sheet reporting purposes.
As far as the movements you were mentioning before, here is a breakdown:
Movement 221 is an issue of a material for consumption. This means that the material quantity is reduced in plant stock. The material value is credited to inventory(reducing the value of inventory) and debited to material consumption expense (an increase of actual costs on the order/WBS/cost object).
Movement 412Q is a transfer from plant stock to project stock. The material quantity gets reduced from plant stock and increased on project stock. The material value stays on the inventory account (so you won't see any actual costs associated with this transaction).
After you do a 412Q you can to a 221Q to issue the material from your project stock to the WBS. This will reduce the quantity in your project stock segment. The material value is credited to inventory and debited to material consumption expense(actual cost on the WBS).
The above applies to valuated project stock only. An issue to non-valuated project stock is treated like an inventory transfer from the logistics point of view(quantity is moved from plant stock to project stock) but like a consumption from a financial point of view(reduce inventory, increase expense).
wrt your last note:
You can use Q with networks if you want. You just have to receive to project stock before issuing to the network.
N is for consumption to a network.
P is for consumption to a WBS.
Q will not produce commitments on your projects for valuated project stock. N or P will produce commitments on your network or WBS respectively, if commitments are turned on.

Another thing is why only Q is Project stock ?
If a network is part of a project and I am buying something for it then why not N is a Project Sotck ?
Secondly I am getting actual costs only when I am doing GR theu 101Q and not throughh 221Q. Why, when a material is being consumed for a project, why its actual costs not getting reflected in the project thru 221q ?

Account assignment Q will produce commitments for valuated project materials against inventory G/L account.
Account assignments P or N will produce commitments for valuated project materials against consumption cost elements.
Q is valauated project stock beacuse of assignment of inventory G/L account.
When goos are received in the case of N or P , they are actually moved to expense account cost elements.
When goods are received in the case of Q , it stays on inventory G/L account and when goods are issued for comsunption , the actual cost moves to expense account.
