I have several old PO's which are done, the GR are confirmed and innvoice recived. The final innvoice indicator is set on all items as well as Delivery completed is set on all items.
I am not able to find any way to close the PO on header level. It is possible to add new items in these PO's. I want to block this possibility so the user is forced to make a new one.
Are there any tips for me on this?

The only way would be an user exit to check this within SAP.
In most cases education is the better solution.
Then human ressources has some options if people violate the organisational rules.

Did you allow any change in the PO after full release?. If you do, then you can use the release indicator's changeability indicator field to control it.
